Directorate's main task
The State Expenditure Directorate assists the minister of finance in conducting the budgetary policy and the ongoing implementation of the budgets of the first-level spending units and other budgetary organisations included in the consolidated fiscal programme by comparing their budget proposals with the set fiscal targets, the fiscal framework, the resource availability and the Government’s expenditure priorities and policies.
The Directorate coordinates the proposals and the alternatives concerning the state expenditure policy. It develops estimates of revenues, expenditures, budgetary relationships and other indicators of the budgets of the first-level spending units, and makes proposals for the amount of revenues, expenditures and other indicators of the budgets of the National Assembly, the judiciary, the State Social Security Fund, the National Health Insurance Fund, the account for European Union funds administered by the Paying Agency to the State Agriculture Fund, other accounts for European Union funds and funds under other international programmes and agreements to which the regime of European Union fund accounts apply, the Bulgarian National Radio, the Bulgarian National Television, the Bulgarian News Agency and the other budgetary organisations included in the consolidated fiscal programme.
It participates in preparing and drafting the medium-term budget forecast and the draft state budget of the Republic of Bulgaria and the related regulations.
On the basis of analyses and short-term forecasts for the implementation of the budgets of the budget organisations, it sets monthly limits on payments to the first-level spending units, the account for European Union funds administered by the Paying Agency to the State Agriculture Fund and to the other budget organisations included in the system of electronic budget payments.
The Directorate analyses and gives opinions on the proposals of the first-level spending units for the implementation of changes to the respective budgets. It develops guidelines for the implementation of the state budget for the respective year and provides methodological support to the budget spending units in the process of implementation of the state budget.
It participates in the work of intergovernmental committees and working groups and prepares opinions on papers for the committees of the National Assembly, the National Tripartite Cooperation Council and the meetings of the Council of Ministers.
The Directorate has four divisions:
- Social Expenditures Division
It plans, draws up and monitors the implementation of the revenues and expenditures of the first-level spending units that carry out the main social functions of the state in the field of social protection, education, health, culture and public media, youth and sports, such as the Ministry of Labour and Social Policy, the Ministry of Health, the Ministry of Education and Science, the Ministry of Culture, the Ministry of Youth and Sports, the National Health Insurance Fund, the National Social Security Institute, the Electronic Media Council, the Bulgarian National Television, the Bulgarian National Radio, the Bulgarian News Agency.
- Sustainable Economic Development Division
It plans, draws up and monitors the implementation of the revenues and expenditures of first-level spending units which contribute significantly to the sustainable development of the national economy such as the Ministry of Foreign Affairs, the Ministry of Economy and Industry, the Ministry of Innovation and Growth, the Ministry of Energy, the Ministry of Tourism, the Ministry of Transport and Communications, the Ministry of Regional Development and Public Works, the Ministry of Environment and Water, the Ministry of Agriculture and Food, the Energy and Water Regulatory Commission, the Nuclear Regulatory Agency, the National Statistical Institute, the Financial Supervision Commission, the Commission for Public Oversight of Registered Auditors, the Communications Regulation Commission, the Commission for Protection of Competition, the State Agriculture Fund, and an account for the European Union funds of the State Agriculture Fund, the Electricity System Security Fund, the Management of Environmental Protection Activities Fund, the Management and Running of Dams State Enterprise, the Scientific and Production Centre State Enterprise and the Agricultural Academy.
- Key State Functions Division
It plans, draws up and monitors the implementation of the revenues and expenditures of first-level spending units that perform state functions and those directly involved in defence, internal security and public order: the Council of Ministers, the Administration of the President, the Constitutional Court, the National Audit Office, the Ministry of Finance, the Ministry of Justice, the Ministry of Defence, the Ministry of Interior, the Ministry of E-Government, the State Intelligence Agency, the National Service for Protection, the State Commission on Information Security, the State Agency for National Security, the State Agency for Technical Operations, the Commission for Disclosing the Documents and for Announcing the Affiliation of Bulgarian Citizens to the State Security and Intelligence Services of the Bulgarian National Army, the Commission for Illegal Assets Forfeiture, Commission for Anti-Corruption, the Ombudsman, the Central Electoral Commission, the Commission for Personal Data Protection, the Commission for Protection against Discrimination and the National Special Intelligence Means Control Bureau. The budgets of the National Assembly and of the judiciary are within the remit of the division.
- Situations Centre Division
It creates and designs standardized budget models related to the budgetary procedure and the three-year budget forecast with regard to the revenues, expenditures, budgetary relations and operations in the financing of budget organisations. It plans, draws up and monitors the implementation of the revenues and expenditures of the State Agency "State Reserve and Wartime Stocks".
It designs, develops, implements and operates an automated system for finance management as a module of the communication system for governance of the country in peacetime and in times of crisis.
