Directorate's main task:
- Develops and assists in the implementation of human resource management strategies and policies;
- Takes part in the drafting of functional analyses, forecasts and structural optimisation plans together with the other administrative units of the Ministry;
- Takes part in the elaboration of drafts and opinions on draft legislation and other papers in the field of human resources and administrative services;
- Prepares and keeps up-to-date the establishment plan and the list of the employees of every unit of the Ministry;
- Assists the Minister with all issues related to arising, modification and termination of civil service and labour relationships in compliance with the existing legislation;
- Organises competitions and competitive selections of vacant civil servant positions and selections of labour-contract employees;
- Renders methodological support in the elaboration and modification of job descriptions and in the performance appraisal of the Ministry of Finance staff and organises the promotion activities;
- Keeps and updates the existing human resource databases and registers, including the register of declarations under Article 35 of the Law on Fighting Corruption and Forfeiture of Unlawfully Acquired Assets; establishes, keeps and stores the dossiers of the Ministry of Finance staff employed under both civil servant and labour contracts;
- Arranges and administers the activities related to observing the working hours and the leaves of absence of Ministry of Finance staff;
- Organises and coordinates the activities related to health and safety at work for the Ministry of Finance staff;
- Assists the Minister with issues related to the disciplinary responsibilities of the Ministry of Finance staff;
- Plans and organises the professional and career development training of the Ministry of Finance staff;
- Arranges the long-term secondment of Ministry of Finance staff to the Permanent Representation of the Republic of Bulgaria to the European Union;
- Advises the Ministry of Finance staff on human resource management issues;
- Organises the overall administrative service activities of the Ministry of Finance;
- Arranges the collection and summarising of information under the applications for access to public information, and prepares drafts of decisions, information and reports under the Access to Public Information Act;
- Performs the records keeping activity of the Ministry of Finance by means of an automated information system;
- Arranges the use and the storage of documents resulting from the activity of the Ministry of Finance on an on-going basis and the transfer to the Central State Archives based in Sofia;
- Organises and coordinates the agreement and preparation of the materials for the meetings of the Council of Ministers;
- Organizes and designs Ministry’s proposals to be included in Council of Ministers’ legislative and operational agenda;
- Makes entries into the Integrated Information System of the state administration;
- Develops and holds public finance training with the participation of specialised administration directorates taking active part in the budget process management;
- Organises and offers public finance courses and seminars based on a public sector training needs analysis.
Human Resources and Administrative Services Directorate comprises three divisions:
Personnel and Administrative Activities;
Recruitment, Assessment and Professional Development Division;
School of Public Finance.
