A survey on the level of financial literacy in Bulgaria

A lot of studies have been carried out over the last ten years, including through programmes and projects of international organisations, that provide a picture of the level of financial literacy and how it has changed over the years. However, so far in Bulgaria no periodic studies on the level of financial literacy, which are carried out within a certain time frame and under the same methodology, have been implemented. It is therefore difficult to make a full comparison of developments over the years regarding the indicators of the level of financial literacy and to identify clear trends.

The most recent detailed survey, implemented according to an established methodology, is that of the OECD, carried out within a joint 5-year project (2018-2022) on financial literacy with the OECD (through its International Network on Financial Education - INFE) and the Ministry of Finance of the Netherlands, where Bulgaria is a participating country. It was carried out in 2019 and a report with its results was published in 2020.

The results of this survey were later included in the report regarding the OECD Global Financial Literacy Survey which was also published in 2020. This helped to compare the level of financial literacy in Bulgaria not only with the one of the countries of South East Europe (in this case the other countries under the project — Croatia, Romania, Georgia, the Republic of North Macedonia, Moldova and Montenegro), but also globally.

The OECD's Program for International Student Assessment (PISA) is held every 3 years and aims to assess education systems around the world by testing (based on a uniform methodology) the skills and knowledge of 15-year-olds students in reading, mathematics and science. In 2018, the seventh PISA Survey (PISA 2018) assessed students' skills in 79 countries and economies. In 20 of these countries, including Bulgaria, students (over 117,000) also took part in the assessment of their level of financial literacy (component 4 of PISA 2018).
