On 20 September yet another tranche under Operational Programme Administrative Capacity was received from the European Commission, thus the funds reimbursed so far total BGN 147,874,636.78, or 85% of the planned EU financing. At the same time, another BGN 6.3 million were requested for reimbursement in the last certification report of the Managing Authority. The purpose of the enhanced verification at the end of the programming period is to offset the delay in the process of verification in 2010 and to minimize the risk of losing funds under the Programme.

The certification of expenditure is done by the Certifying Authority, i.e. the National Fund Directorate of the Ministry of Finance, after full documentary check, evaluation of any other available information and of the results from on-the-spot checks. Consequently, the Certifying Authority prepares a statement of expenditure and an application for interim payment to the European Commission concerning the expenditure for which there is reasonable assurance that all the requirements of EU and national legislation have been met.
