VLADISLAV GORANOV: IF THE LAW IS NOT AMENDED, THIS WOULD INFRINGE JUSTICE IN DISTRIBUTING THE FAILURES WHICH HAPPENDED IN CCB

Approximately BGN 3.7 billion will be paid by the Bank Deposit Insurance Fund, out of which around BGN 2 billion temporary liquidity support - loan from the government to the Fund, will be provided "in order to ensure that guaranteed deposits will be paid as quickly as possible and without any risk". Minister of Finance Vladislav Goranov said the above in the "120 minutes" broadcast on bTV. "It was precisely for that reason that we made maximum efforts to keep the assets in the bankruptcy estate and proposed texts in the State Budget Act whereby we are going to amend the Bank Insolvency Act." Thus the persons "who have performed regular, lawful transactions for assignment between the assets and the liabilities of the bank will have to wait for the conversion of the bankruptcy estate before making a set-off", pointed out Minister Goranov. The Minister of Finance clarified that "if the law is not amended, this would infringe justice in distributing the failures which happened in CCB". He assured that the assignments would not be abolished. These constitute completely lawful transactions under the civil law and not transactions which took place in the bank.

In his comment on the issue of an increase of the minimum salary Minister Goranov said that the position of the Ministry of Finance would be known when it got ready with the three-year budget forecast. To the question of the anchor-man if there is any possibility for Christmas allowances for all pensioners the Minister answered that in this decision "it is a matter of justice in distributing the financial burden". "Bulgaria may not look like a flourishing country in the year it is threatened by an excessive deficit", said Minister Goranov. To a question from the audience Minister Goranov said that "family allowances will most probably retain their amount in the coming year although there is a debate as to how they are to be structured in the context of our intention the family allowances to be targeted at encouraging the model with three children".  According to the Finance Minister the debate on this issue has not ended.
