FURTHER BGN 13 MILLION WILL BE APPLIED FOR REIMBURSEMENT BY THE EUROPEAN COMMISSION UNDER OPAC

04.09.2013

The Managing Authority of Operational Programme Administrative Capacity (OPAC) will apply for reimbursement by the European Commission of almost BGN 13 million. The certification report requesting the reimbursement of the funds has been prepared as a result of accelerated verification in the past two months.

Almost BGN 24.7 million have been contracted and over BGN 41.1 million have been paid under OPAC since the beginning of the year. Thereby the budget contracted since the launching of the Programme totals more than BGN 291.5 or 82.5%, of which for actually performed activities under projects the beneficiaries have received almost BGN 174.9 million or 49.5% of OPAC's total budget. The approved expenditure made by the beneficiaries under OPAC since 1 January 2007 amount to BGN 147,877,631.

An assessment of the need to over contract funds in order to utilize the OPAC budget to the maximum until the end of the programming period has been prepared in July. An assessment of the need to update the annual risk management plans at Programme and project levels has also been made. OPAC's analysis shows that the main problems in project implementation affecting the overall Programme implementation are related to delays in project activities implementation and the imposing of financial corrections due to breach or incorrect application of the national and EU legislation mainly in the field of public procurement.
