2010 Budget priorities include social sector, education, healthcare, environment, road infrastructure, internal order and security.

The revenues planned under the consolidated fiscal program for 2010 are to the amount of BGN 26,4 billion or 41.6% of GDP, including tax revenues, non-tax revenues and grants. Those are as follows:

  • - tax revenues - BGN 20,9 billion.
  • - non-tax revenues - BGN 3,4 billion.
  • - grants (out of which the major share belongs to those from the EU budget) - BGN 2,1 billion.

State expenditures are distributed in line with the priorities and the anti-crisis measures of the government.

Expenditures in the social sector are 36,7% of the total expenditures or 15,1% of GDP.

Public expenditures for education in the past years have been above 4,0 % of GDP, and the 2010 Budget envisages those to be 4,2% of GDP.

Public expenditures for healthcare are kept at their level of 4,2% of GDP, their amount in nominal terms being BGN 2,6 billion.

Investment expenditures, planned in the 2010 Budget, are aimed with priority at environmental and road infrastructure. The capital expenditures under the consolidated fiscal program are totaling 6,1% of GDP, including 3,0% investment originating from the national budget and 3,1% of GDP as EU funds. The expenditures for environmental protection provided for in the 2010 Budget are 1,6% of GDP.

The expenditures planned for ensuring order and security of citizens are to the amount of BGN 1,3 billion or 2,0% of GDP.
