Crown Agents supported a number of operational activities of Bulgarian revenue agencies, carried out during the last month in order to enhance state revenue collection.

The consultancy company provided support and advice to the NCA Mobile Assurance Teams operating at Varna Port and Border Crossing Points Kalotina (Bulgaria-Serbia); Kulata (Bulgaria-Greece intra EU border crossing); Yokovo (Bulgaria-Romania intra EU border crossing); and Zlaterevo (Bulgaria-Macedonia)

Crown Agents' advisors also accompanied NRA operational control officers during checks of various food stores in the cities of Bourgas and Varna and provided advice during operational checks of businesses in the ski resorts of Bansko, Borovets and Pamporovo.

The other activities of the advisors were focused on improvement of risk management, which is also directly related to the enhancement of revenue collection. 

A workshop was facilitated between the NRA and The Registry Agency to identify a means to standardise the recording of taxpayer address data. This will be extremely useful for the NRA's developing risk profiling exercises.

Crown Agents facilitated a workshop between the NRA's Risk Management Directorate (RMD) and the CA Economics Expert. The objective of the workshop was to develop the RMD's capacity to sample and survey different risk groups / categories and plan an exercise to assist in tax gap analysis.

A report was issued to the NCA regarding the progress being made in the development of the Information Technology environment to support the analysis of taxpayer risks. Another report was issued to the Ministry of Finance Inspectorate regarding internal Governance.

The implementation of the programme was reviewed at a regular meeting of the Programme Management Council, held in March.
