A new version of the Management and Control System of the national Recovery and Resilience Plan has been approved

Deputy Prime Minister and Minister of Finance Lyudmila Petkova approved a new version of the Management and Control System (MCS) of the Recovery and Resilience Plan of the Republic of Bulgaria. The Management and Control System of the national Recovery and Resilience Plan of the Republic of Bulgaria is uniform and applicable to all participants in the implementation of the Plan. It is designed to ensure the availability and operation of a predictable, stable and flexible control environment and guarantees the implementation of investments and reforms in compliance with the principles of sound financial management.
The changes aim to improve the procedures and rules of the single MCS as a result of recommendations by audit bodies, legislative amendments and the experience gained from the implementation of the system. Checklists have been supplemented, rules have been laid down for planning and carrying out on-the-spot checks, templates of declarations have been revised and the scope of ex-ante control of procurement procedures has been updated. Texts in the descriptive part of the MCS and control steps in the applicable checklists have been fine-tuned as a result of accepted proposals by the responsible institutions.
