BASED ON OPERATIONAL DATA AND ESTIMATES THE DEFICIT UNDER THE CONSOLIDATED FISCAL PROGRAMME AT END-OCTOBER AMOUNTED TO 2.2% OF THE PROJECTED GDP

According to preliminary assessments the deficit under the consolidated fiscal programme on a cash basis at end-October amounted to BGN 1 775 million (2,2% of the projected GDP), while the one planned for 2014 was BGN 1 472,3 million (1,8% of GDP). For comparison the deficit as of 31.10.2013 was BGN 443,0 million, which means that year on year the indicator has worsened in nominal terms by BGN 1 332 million.

On the basis of operational data and estimates, CFP proceeds and grants for the ten months of 2014 amounted to approximately BGN 24 004 million, or 77,3% of the annual estimate. Revenues under the CFP as of end-October rose by approximately BGN 253 million (1,1%) compared to the same period of the previous year. At end-October tax proceeds (including revenues from social security contributions) totalled approximately BGN 19 151 million or 78,7% of the annual plan for 2014, at 80,8% performance of the revised plan as of 31.10.2013. Compared to the same period of the previous year tax revenues have risen by approximately 3,7% in nominal terms, considerably lagging behind the growth planned in the 2014 State Budget Law.

Non-tax revenues amounted to approximately BGN 2 978 million or 85.8% of the annual plans.

Grants from the country and abroad (including grants from EU Funds) amounted to BGN 1 876 million or 58.0 % of the annual plan.

On the basis of operational data and assessments the expenditures under the consolidated fiscal programme (including the contribution of the Republic of Bulgaria to the EU budget) as of 31.10.2014 amounted to approximately BGN 25 779 million, which is 79,3% of the annual plans. Compared to October 2013 the total expenditures under the CFP have risen by 6.5%, mainly due to the accelerated absorption under European programmes and funds, and to social and health insurance payments growth. The growth in social expenditure is mainly due to the basic effect of the increase of pensions as from 1 April 2013 and to higher health insurance payment in 2014.  

The part of Bulgaria's contribution to the EU budget, paid as of 31.10.2014 from the central budget, amounted to BGN 743,0 million, which complies with Council Regulation (EC, EURATOM) No 1150/2000 of 22 May 2000 implementing Decision 94/728/EC, Euratom on the system of the Communities' own resources.

The statistical data and the Information Bulletin on the Execution of the Consolidated Budget as of 31 October 2014 based on data from the monthly reports on the cash performance of the budgets of the first-level spending units will be published on the website of the Ministry of Finance at the end of November. Because of the preliminary nature of the data it is possible the data in the present information to differ to some extent from the data based on the monthly reports of the first-level spending units as of 31.10.2014 which will be published at the end of November.
